I have one pay site, but I am not based in EU, so CCBILL is not option for me, but if I make deal with someone who is in USA/EU region and make partnership, than put my site under my partner account, is that braking CCBILL / Visa rules?

where are you based?
I presume if your not in the eu, you would sign up as a usa partner.

Sure - Asia - Russia etc are all states of the usa...
no, not Asia, Russia, I am from Serbia (former Yugoslavia)

this is the form to use for those not in eu or usa
sorry i presumed if you were not eu that you would use the usa sign up form. i made an error.

Not sure if this is still correct but CCBill never used to process in former eastern block countries because of the high fraud rates there
