Need an advice

Working with the guy who I agreed with to do 2 sites. He promised to pay down 1/2. I delivered the draft, he didnt pay. The was making several reasons why he didnt pay. Its a week since he promised an didnt do it. Then I suddenly noticed he's using a redirect from his domain to my site where the design draft is located. I said wtf? He said he needed it up, so why doing it behind my back? Well, he bought a hosting plan and now using it on the site. I asked are you gonna pay for design and html. He's being like are you gonna continue I only pay in that case. I said I fix html and we're done.

am I being scammed? Ideas?
