We looked at outsourcing that for an idea we had but wasnt too impressed with the results.

The only way i know of that you get good results is tracing the image in freehand.
It does take edges but it works all the time.

Can someone explain why anyone would want to do it apart from getting a caricature of yourself done.
We are actually looking for someone to do a full cartoon animation sequence for us but its difficult to find anyone who can do this with caricatures.

b) cartoon porn is a workaorund in some places where actual porn is not tolerated but drawings are

Yes, if it's for a toon site where you want something not all the other sites have. Have the real content in the niche site, get content made into cartoons for the toon niche site.
If it's not for toon niche content then it probably depends on what you want it for.

a) Yeah I know that, I used to do pretty well with Hentai, but what I mean is if you want a toon site then just buy toon content. Obviously if it's cheaper to get 10,000 images or more converted to "toon" then I suppose it's worth it.

It's totally different to have a genuine drawn image and one made from a picture.

seriously though, making a static image toon is a hella lot easier than an animated one. I used to do them using photoshop illustrator and knew a few artists that were amazing at them..or is it sorta a comic strip you are looking for?
Deviantart dot com is a good place to get hold of digital artists if you are wanting a good deal :) x
