I don't bother with the toplists, as IMO they're full of cheaters trading shitty fake tgp clicks for targeted SE clicks.

I always ping after my posts using pingoat or pingomatic, and that gets you inbound links as well...though blog-n-ping seems to be less effective now than it once was. IMO it is better to use services like that, rather than just a list of places to ping in wordpress, mainly because wordpress times out if it gets to one place that takes too long and hangs all your shit up.

Just doing that had gotten my blogs up to PR2, and after the last update where it seemed they gave new blogs excessive PR, bumped it up again to PR3 even without adding any links.

some linklists are starting to accept blogs as well...

we use Blogs Organizer (http://www.cheapestadultscripts.com/cgi-bin/affiliates/clickthru.cgi?id=pmebg) (please mind the shameless plug), which has a working pinging thingie built in, which does a load of sites like technorati by default.
