Another regional billing question

Can you have both normal type billing and regional billing on the same sub-account?

We are looking at trying regional billing but initially doing it on a different affiliate tour so affiliates can chose which tour to send their traffic to? Is this possible?

I doubt it. Don't give them any choice, they will thank you in the long run :)
