PHPBB has it as standard, unless the webmaster changes it, it stays that way, it's easy for webmasters not to notice it's even there.

I have to say that a lot of adult webmaster forums have banners etc that have hardcore images so why would they "pretty much all" have a aged 13(thirteen) disclaimer

Because the scripts aren't always made for adult forums, the script writers sit down, create the code with a standard warning for any website. If people use them for adult sites it's up to them to change it.

bog standard shit since the introduction of COPPA (http://www.coppa.org/)
we were still with CompuServe when that crap came up, and it was required to have the check despite it being adult forums we worked in.
