A DISPOSABLE credit card voucher enabling users to buy on-line, using a unique credit card number with an agreed credit limit will be launched in Dublin today. (http://newsfeed.tcm.ie/irishexaminer/story.asp?j=149571319896&p=y4957y3zx768&n=149571320774)

Around 67% of Irish adults do not have a credit card and according to Permanent TSB this new card will appeal to the thousands more who have security concerns about giving their credit card details online.

“They will now be able to purchase books, cd’s, concert tickets, flights or download their favourite music online with complete security,” said a company spokesperson.

The credit card voucher, which has been likened to mobile phone credit vouchers, will be launched in Britain and throughout Europe in the coming months.

supposedly these cards can be used at any shop that accepts Visa. good? bad? pointless?

that was my thought as well, however this is Visa we seem to be talking about.

on the other hand, how do you charge back on a prepaid card? most likely it will not be connected to your name, so as a customer you cannot prove what purchase you made really.

someone from Ireland fucking get a card and read us the TOS. :D

If it is pre-paid, It would probably work much the same as a debit card (Virtual visas work the same way) If this is so, a customer can't charge back.

now this raises the Q whether Visa will restrict the online "shops" you can use it with. would just need the algorithm put a warning flag into the issued number.

interesting times ahead, i guess.
depending on the values they will sell, i could imagine having ad campaigns, like a 20 or 30 buck card with your paysite details on it.

Difficult to say if they will be restricted, but I think most likely not - We have a couple of virtual visas as well as the normal visa cards, and the virtual works as well as the more standard cards - But, having to load them first can be a bit of a bind!
The throwaway cards sound to me to be just like the virtuals, but with a short shelf life -
I assume that the new cards will be basically a page of visa numbers where the holder will have to load and register each number as he goes, and as he registers, he will be given a cv2# - (Well, something along those lines)
I hope the idea takes off because this opens the market for those millions who are afraid to use their standard visas online.-

aren't the cards 16 yr olds can hold debit cards too?

Have I got it wrong, but is it not in its true sense a credit card, as in you get credit but pay back later. But a prepaid card, that can be used up to the limit of the amount on the card. A bit like a pay-as-you-go phone card.

If this is the case, it would probably be sold to anyone as you will not go into credit. Nor will you need to sign a contract.

I would suspect that it will be unregistered. Thus any payments were a home address is required with the card, will not be allowed.

It will be ideal for such as petrol stations where people rather than caring cash can carry a few cards.

The pre paid ones that have been available elsewhere can be and are used by under 18s.

Yeah this is just like pay as you go phones. As in, people will use them for nefarious purposes like drug deals and buying porn. Good news for pornographers and drug dealers!

but as they have no conected address, will you be able to use them on a porn site as they ask for your address when you enter your cc details. I thought they chaeck your address next to your cc details or am i wrong?

I am not sure that the billing companies even accept them. I understand that most pre paid cards have restrictions upon them as regards high risk transactions?

that is exactly my thought on what kinda 'shops' will be able to accept them. the main idea supposedly is to provide a CC kinda thing for online transactions, but will all branches be able to accept them.

ok, I've been into a permanent tsb branch.

No printed information available yet as it will only be launched on Sept 26th next. No online information either, I was told.

She did tell me that it is called the "V3" and the credit amounts will be from €20 to €320. She said that the papers got wind of it but the bank itself hasn't the information leaflets printed yet !

and with V3 she most likely referred to what is called "Off-the-shelf-card-profile V3.0" which is a specification for the chip used on CCs.

ah well, let's wait and see then. cheers for your effort there. :)
